Walking
If you are in Chinatown, start by walking towards Pagoda Street. From there, head towards the Chinatown MRT Station. Once you reach the MRT Station, take the North-East Line towards Punggol. Alight at Dhoby Ghaut MRT Station, which is the third stop. After exiting the station, follow the signs to transfer to the Circle Line. Board the train towards Harbour Front. Alight at Harbour Front MRT Station, which is the last stop on this line. Once you are at Harbour Front, exit the station and follow the signs to VivoCity Mall. Walk through VivoCity, and head towards the Sentosa Express monorail station located on the third level of the mall. Take the Sentosa Express to the Beach Station. After disembarking at Beach Station, follow the signs to Siloso Beach. Walk along Siloso Beach Walk, and you will find 'Wings of Time' at 60 Siloso Beach Walk.

From Chinatown, walk to the nearest bus stop, which is at the corner of Pagoda Street and New Bridge Road. Take bus number 123 towards VivoCity. The journey will take approximately 20 minutes. Alight at the bus stop named 'VivoCity'. After disembarking, enter VivoCity Mall and make your way to the third level. There, you will find the Sentosa Express monorail station. Board the Sentosa Express towards Beach Station. Once you arrive at Beach Station, follow the signs to Siloso Beach. Walk along Siloso Beach Walk until you reach 'Wings of Time' located at 60 Siloso Beach Walk.
