Public Bus
If you are at Jeonju Hanok Village, walk to the nearest bus stop called 'Jeonju Hanok Village Bus Stop'. From there, take bus number 5 or 19. These buses run frequently and will take you towards Deokjin Park. Stay on the bus for about 10-15 minutes and get off at 'Deokjin Park' bus stop. Once you alight, you will see the entrance to the park directly in front of you.

If you find yourself near Jeonju's central area, such as Jeonju City Hall, you can walk to Deokjin Park. From City Hall, head east on Jeonjucheongang-ro for about 1.5 km. Continue straight until you reach the roundabout. At the roundabout, take the second exit onto Gwonsamdeuk-ro. Walk straight for about 500 meters, and you will see the entrance to Deokjin Park on your left.
