If you are starting from the city center (Plaza de las Flores), head southwest on Calle José del Toro toward Calle Ancha. Continue straight for about 350 meters until you reach the intersection with Avenida de la Bahía. Turn right onto Avenida de la Bahía and walk for approximately 600 meters until you see the entrance to Murallas De San Carlos on your left at Calle Honduras, 6.

From the main bus terminal (Estación de Autobuses de Cádiz), take bus line 1 (Ruta 1) toward 'Calle José del Toro'. After about 10 minutes, get off at the stop 'Calle Honduras'. From there, walk approximately 200 meters down Calle Honduras, and you will see Murallas De San Carlos on your right.
