From the Zaragoza Delicias train station, take bus number 34 or 51. Board the bus at the station and ride it until you reach the 'Plaza de España' stop. From there, exit the bus and walk towards Plaza de Ntra. Sra. del Pilar. It is a short 5-minute walk from Plaza de España. The Fuente de la Hispanidad is located in this plaza.
