If you are driving from anywhere within the Northern Province, make your way to Jaffna city. Use the Mahatma Gandhi Road (also known as A9) as your main route. Once you reach the city center, look for the Jaffna Fort as a navigational landmark. From the fort, head south on A9 for about 1.5 kilometers. The Clock Tower will be on your right at the intersection of Mahatma Gandhi Road and Kachcheri Road. There is limited street parking available nearby, so be sure to park responsibly.
