For public transportation, take the CARTA bus route 4 from the Chattanooga Downtown Transit Station. Stay on the bus for about 10 minutes and get off at the stop located at E 3rd St & S Willow St. From there, walk east on E 3rd St for about 2 minutes, and you will find Citizen Cemetery at 850 E 3rd St on your left.
