Public Bus
Start your journey from downtown El Paso. Head to the El Paso Transit Terminal located at 700 W San Antonio Ave. Take Sun Metro Bus Route 16 (which goes towards the Westside). You will need to pay your fare, and the bus runs every 30 minutes. Stay on the bus for approximately 20 minutes until you reach the stop at Scenic Drive. Once you get off the bus, walk along Scenic Drive for about 10 minutes. You will see signs pointing to the Mountain View Scenic Drive Overlook, which is located at Scenic Drive - Overlook, El Paso, TX 79902.
Bicycle
If you're feeling adventurous, you can rent a bicycle from one of the many rental shops in downtown El Paso. From the downtown area, head west on Franklin Ave, which turns into Scenic Drive.
