Locate a nearby songthaew stop, which are the shared pickup trucks serving as local transportation. Take a songthaew heading towards Phuket Town. Ask the driver to drop you off at the Surin Circle. The ride will take about 15-20 minutes depending on traffic. Once you get off, the clock tower is right at the circle, so you can easily find it.
