From 'Arsenalna', exit the station and turn left towards the park. Walk straight for about 500 meters until you reach Halytska Square, where the Obelisk is located.

Locate the nearest bus stop and catch a bus that goes to 'Halytska Square'. Buses 24, 114, and 37 frequently stop at this location. Once you get off the bus, you will see the Obelisk of the Hero City of Kyiv in front of you.

Walking
If you are already in the Shevchenkivs'kyi district, you can walk to the Obelisk. Start from Taras Shevchenko Park, head east towards Halytska Square. It's roughly a 15-minute walk. Look for the tall monument as you approach the square, it is hard to miss.

Find the nearest tram stop and take tram number 18 or 19 towards the city center. Get off at the 'Halytska Square' stop. The Obelisk is just a short walk away from the tram stop; you can easily spot it from the square.
