Walking
If you are starting from Ciudad Vieja, head north on Avenida 18 de Julio. Continue straight until you reach Plaza Independencia. From there, take the northern exit of the plaza onto Calle Sarandí, which turns into Calle Misiones. Walk straight until you reach Plaza Cagancha, then turn left onto Avenida 18 de Julio again. Continue north until you reach the intersection with Avenida Libertador. Turn right on Avenida Libertador and walk straight for about 10 minutes. Zabala Square will be on your left, located at Circunvalación Durango.

From any point in Montevideo, find the nearest bus stop and look for buses heading toward Ciudad Vieja or Centro. Take bus line 180 or 183, which goes towards Parque Rodó. Get off at the stop 'Circunvalación Durango.' Once you get off, walk a short distance to your left; Zabala Square will be nearby.
