Continue onto Electric Avenue, and follow it until you reach the entrance of Whatcom Falls Park, which should take about 15-20 minutes depending on your speed.

For those who prefer walking, start from the Bellingham city center and head north on N State St. Continue straight until you reach the intersection with E Maple St. Turn left on E Maple St and walk until you reach Electric Avenue.
