Car
If you're driving to Harborview Park from anywhere on Whidbey Island, first head to the Mukilteo ferry terminal. Take the ferry to Mukilteo, which operates frequently (check the Washington State Ferries website for current schedules and fares; a vehicle ferry ride costs around $13). Once you arrive in Mukilteo, follow Mukilteo Blvd (WA-525) south towards Everett. Continue on Mukilteo Blvd for about 3.5 miles, then turn left onto 162nd St SW. After a short distance, you'll find Harborview Park on your right at 1621 W Mukilteo Blvd.

Public Transportation
For public transportation, use the Island Transit system. You can take Island Transit Route 1 or Route 2 to the Mukilteo ferry terminal. After taking the ferry to Mukilteo, transfer to Community Transit Route 115, which will take you to Everett. Ask the driver to drop you off at the nearest stop to Harborview Park.
