From Skanderbeg Square, walk east along Bulevardi Dëshmorët e Kombit. You'll pass the Palace of Culture on your left. Continue straight until you reach the National Library. The Friendship Monument is located in the park in front of the library. The walk is approximately 5-10 minutes and is free.
