Established in 1947, the museum is located in a beautifully restored 19th-century Ottoman-style house that once belonged to a Venetian merchant and later became the residence of Oso Kuka, an Albanian border guard and national hero. The museum's exhibits showcase a diverse collection of artifacts, documents, and photographs that chronicle Shkodër's history from ancient times through the Byzantine and Ottoman periods, up to the communist era. Visitors can explore displays on archaeology, ethnography, and local history, gaining insights into the cultural influences that have shaped the area. Highlights include artifacts from Rozafa Castle, a Roman tomb and Venetian stone well in the garden, and a basement exhibit featuring an early Christian Plate of David. The museum also features a refurbished guest room (oda) with traditional decorations. The museum is divided into sections including ethnography, archaeology, visual arts, and a library for scientific studies. The ethnography section displays handicrafts and traditional folk attire, including the intricately designed xhubleta skirts, now protected by UNESCO.
