Constructed between 1798 and 1799 for Dey Mustapha Pacha, the palace served as his secondary residence and a venue for hosting esteemed guests. Its location in the Souk-el-Djemâa district, near Rue Aoua Abdelkader, places it amidst the vibrant heart of the Casbah.This architectural gem showcases the intricate details and grandeur of Moorish design. The main entrance, located on Ahmad and Muhammad Mecheri Street, leads into a sqifa (entrance hall) that opens to the main courtyard. The courtyard, with its groined vaults and decorative niches, provides a serene and inviting atmosphere. Galleries supported by marble columns and adorned with decorative tiles surround the central space, while the ceilings feature wooden beams that add to the palace's charm. The building itself is constructed with stone and bricks, showcasing a square and solid form. After the French colonization, it was used as a residence for army generals. In 1863, it was transformed into a library-museum.
