    From the Ketchaoua Mosque in the Casbah, walk east along Rue Bab Azzoun, then turn right onto Boulevard Amara Mohamed Rachid. Situated in the lower Casbah, a UNESCO World Heritage Site, this complex is a rare survivor of the city's old maritime quarter. It features a collection of three palaces and six fishermen's houses, constructed between the 16th and 18th centuries.Originally built to strengthen the city's defenses, the site was known as Bordj El-Rais. Over time, it evolved into a residential area for high-ranking officials and seafarers, reflecting the importance of maritime activities in Algiers. The name 'Raïs' refers to the commanders of naval fleets during the Ottoman period.The palace complex showcases a blend of Moorish and Ottoman architectural styles, characterized by impressive entryways, vast patios with marble colonnades, and terraces offering stunning views of the sea. The interiors are adorned with elegant decor, including ceramics, carved woodwork, and intricate mosaics. The ingenuity of the hydraulic and heating systems, particularly in the hammams (baths), is also noteworthy.After the French occupation in 1830, Palace 18 underwent several transformations, serving as a residence for the Commander of Civil Engineering, a boarding school for girls, the United States Consulate Office, and a municipal library. In 1909, Bastion 23 was classified as a Historical Monument.Following Algeria's independence, the palace became a residential area for Algerian families until 1981. A restoration project was initiated in 1987, and in 1994, it was inaugurated as a Center of Arts and Culture, hosting art exhibitions, photographic displays, and performing arts events.
