From Pago Pago, take a westbound 'aiga' bus towards Vaitogi. The bus fare is approximately $2.00 - $2.50 one way. Ask the driver to drop you off at the main intersection in Vaitogi. From there, follow the walking directions to the Turtle and Shark lookout.
