Created by Catalan artist Emili Armengol i Abril, the 3.7-meter-high monument was inaugurated in 1993. The sculpture commemorates the referendum of March 14, 1993, when Andorran citizens voted in favor of a new constitution, transforming Andorra into a state of law, democratic and social. The stylized figures emerging from the steel block represent the Andorran people who participated in this historic vote. The monument also features inscriptions highlighting the democratic rights and responsibilities of Andorran society as defined by the Constitution. Originally located in the gardens behind Casa de la Vall, the monument was moved to its current prominent location in front of the new Consell General building in 2017. Illuminated at night, the sculpture creates a captivating play of light and shadows, further enhancing its visual impact. The monument is featured on a commemorative 2 euro coin issued in 2018, along with the national motto and map of Andorra.
