From Plaza de Mayo, take bus number 39. Board the bus at the stop located on Avenida de Mayo and ride it for about 15 minutes. From there, walk south on Avenida de Mayo for about 5 minutes until you reach Avenida 9 de Julio. A single bus or subway ride costs approximately AR$270-757. Remember to have a SUBE card to pay for your fare.
