The Spanish government funded the initiative to build the cultural center on land granted by the Municipality of Rosario as part of the celebrations for the 500th anniversary of the first European landing in the Americas. It was inaugurated in November 1992, with Princess Cristina of Spain in attendance. The cultural center, partially designed by Catalan urbanist Oriol Bohigas, features a 500-seat theater, conference rooms, art exhibition galleries, and a video library. The park offers green spaces, walking paths, and a large parking lot. The south facade of the cultural center has outdoor stairs that can accommodate up to 5,000 people for public performances. The complex also includes a partnership school established by the Spanish Ministry of Education and Science.
