If you're traveling by car from anywhere in Tonto National Forest, start by heading towards the nearest major road. If you are near Payson, take AZ-87 South towards Phoenix. Merge onto I-17 North at the intersection with I-10. Continue on I-17 North for approximately 40 miles until you reach exit 248 for Black Canyon City. Take the exit and turn left on Hwy 69 (Black Canyon City Road). Follow this road for about 5 miles until you reach Agua Fria National Monument entrance, which is located near the intersection with the Old Black Canyon Highway.

Public transportation options are very limited in this area. Your best option is to take a Greyhound bus to Phoenix. From there, you will need to use a rideshare service like Uber or Lyft, or rent a car to reach Agua Fria National Monument.
