From Oranjestad, head to the main bus terminal at L.G. Smith Boulevard and Caya G.F. Betico Croes. Take a bus heading towards Noord and inform the driver you wish to go to Rancho Notorious. Get off at the bus stop near the Palm Beach area. From there, walk towards the beach and follow signs to Boroncana; Rancho Notorious is a short walk away. A single bus fare is approximately $2.60 AWG (Aruban Florin) which is about $1.50 USD.
