From Oberpullendorf, you can catch a local bus (Bus line 413) that goes towards Lockenhaus. Make sure to check the timetable in advance for bus times, as they may not run frequently. Once in Lockenhaus, you will need to walk approximately 3 kilometers to reach Aussichtsturm Geschriebenstein. Follow the signs that indicate the hiking path to the tower.
