If you're traveling by car, start from the center of Gailtal and head towards the B105 road. Follow B105 until you reach the town of Mallnitz. From Mallnitz, take the B110 road towards the direction of Malta. Continue on B110 until you see signs for Kölnbrein-Staumauer. The drive will take approximately 45 minutes. Note that there is a toll fee for the access road to the dam, which is around €10 per vehicle.
