Car
If you're traveling by car from Lower Austria, take the A1 motorway towards Vienna. Follow the signs for A1 and merge onto A1 towards Wien. Once in Vienna, take the exit 10 for B227 towards Zentrum. Continue on B227 (Wienerstraße) until you reach the center of Vienna. Follow signs for Hofburg and Josefsplatz. Parking can be found in nearby garages, but expect to pay around €3-4 per hour.
Public Transportation
For public transportation, take the train (ÖBB) from your location in Lower Austria to Wien Hauptbahnhof (Vienna Main Station). From there, take the U1 subway line (red line) towards Stephansplatz. At Stephansplatz, transfer to the U3 subway line (orange line) towards Volkstheater and get off at Herrengasse. From Herrengasse, it's a short walk to Josefsplatz. The total cost for the train and subway should be around €5-7, depending on your starting point.

Once you arrive at Josefsplatz, the Austrian National Library, State Hall is located at Josefsplatz 1.
