If you're starting from the center of Goygol National Park, head northeast on the main road towards Qakh. Continue driving for approximately 30 kilometers until you reach the town of Qakh. Once in Qakh, look for the signs directing you to Ilisu State Reserve. The reserve is located just outside the town, about 12 kilometers from the center of Qakh. Follow the signs to F2XC+CHW, and you will arrive at the entrance of Ilisu State Reserve. Make sure to check your fuel level as there are limited fuel stations in this area.
