From Ostend, head to the Ostend train station (Gare d'Ostende). You can walk there from the city center in about 10-15 minutes. Once at the station, buy a ticket to Bruges (Brugge in Dutch). The train ride takes approximately 15-20 minutes. Upon arrival at Bruges train station, exit the station and head towards the main road (Stationsplein).

From the Ostend city center, locate the nearest bus stop for the Coast Tram (Kusttram). Take the tram towards Knokke, and get off at the Bruges stop (Brugge). The tram ride takes about 30 minutes. Once at Bruges, walk towards the city center, which is around a 20-minute walk from the tram station. Head towards 'Burg' street, where you'll find the Bruges City Hall at Burg 12.
