From the Old Town (Baščaršija), walk uphill towards the Miljacka River. Cross the Latin Bridge and continue along Obala Kulina Bana. Turn left onto Hrvatin Street in the Bistrik neighborhood; the cable car base station is a short uphill walk. Note that the steps from Franjevačka Street may be closed. Expect a 15-20 minute walk. No cost.
