From downtown San Diego, head to the San Diego Trolley station at 12th & Imperial. Take the Blue Line Trolley towards the San Ysidro border station. Once you reach the San Ysidro Trolley Station, exit the trolley and follow the signs to the pedestrian border crossing. After crossing the border into Tijuana, you can catch a bus from the Tijuana bus terminal (located just a short walk from the border) that goes directly to Rosarito. The bus ride will take approximately 30-45 minutes.

Start at the 12th & Imperial Trolley station in downtown San Diego. Board the Blue Line Trolley and ride it to the San Ysidro stop. From there, walk across the border to Tijuana. After you exit the border into Tijuana, look for the ADO bus terminal. Purchase a ticket for a bus headed to Rosarito. Buses run frequently, and the journey will take about 30 minutes to reach Rosarito.
