From Santa Cruz, drive north on Highway 1 for approximately 9 miles. From Davenport, head south on Highway 1 for about 1 mile. Look for an unmarked dirt pull-out on the west side of the highway. From the parking area, take the path away from the road and cross the railroad tracks. Turn left to go down the path to the beach. The trail is short but steep and can be slippery. No fees are associated with walking to the beach.
