If you are driving from the center of Kampong Speu, head east on National Road 4 (NR4) towards Phnom Penh. Continue for about 40 kilometers until you reach the outskirts of Phnom Penh. Merge onto Preah Monivong Blvd (Street 63), then take a right onto Oknha Hing Penn St. (61). The National Library will be on your left at address HWG9+HRG. Look for the large building with the sign indicating the library.
