History of Victory Beach

A New Coastal Port

Victory Beach developed within the modern coastal settlement that became Sihanoukville after Cambodia began creating a deep-water port in the 1950s. The port opened in 1960 and transformed a relatively undeveloped stretch of coast into the country’s principal maritime gateway. The shoreline around present-day Victory Beach consequently acquired a dual identity: it was close to a working harbour while also offering accessible sand and sea views. Roads, hillside settlement and port-related movement gradually gave the area a more urban character than the quieter beaches farther along the coast.

War and Disruption

Sihanoukville’s port and coastal neighbourhoods were affected by the wider conflict that unsettled Cambodia during the 1960s and 1970s. Commercial activity and ordinary urban life were disrupted, and the area later fell under Khmer Rouge control before the movement’s collapse in 1979. These events altered the city’s population, economy and built environment, although surviving traces in Victory Beach itself are limited. The neighbourhood’s present form is therefore more closely associated with post-conflict rebuilding and the revival of maritime trade than with a large collection of preserved historic buildings.

Beach Tourism Takes Root

As Sihanoukville recovered, its beaches became increasingly important to domestic visitors, international travellers and businesses serving the port city. Victory Beach and the slopes behind it developed a small-scale hospitality economy of guesthouses, restaurants, bars and transport services. The area became known as one of the more accessible beach bases near the city centre, while its proximity to the port kept industrial activity visible. Unlike a purpose-built resort district, Victory Beach grew through a mixture of informal commerce, local residences and gradually expanding visitor accommodation.

Rapid Urban Change

During the late 2010s and early 2020s, large-scale construction, new casinos, roadworks and port-linked development reshaped Sihanoukville and affected the atmosphere around Victory Hill. Some older businesses disappeared or changed hands, while unfinished buildings and altered traffic patterns became part of the urban landscape. The neighbourhood remains a blend of beach access, established local businesses, accommodation and infrastructure serving a rapidly changing city. For visitors, that history is visible in the contrast between a modest coastal frontage and the much larger development pressures surrounding it.
