From the Iquique Bus Terminal, exit and look for local buses or colectivos (shared taxis) that head towards the city center. Board a bus heading to 'Centro' or 'Plaza Prat.' Once you arrive at Plaza Prat, disembark and head east on Av. Prat towards Plaza Condell. Turn left onto Calle Baquedano, then continue straight until you reach Avenida Bernardo O'Higgins. Turn right, and Palacio Astoreca will be at 399 on your right.

If you prefer a more direct route, you can take a taxi from your location in Iquique. Simply tell the driver to take you to 'Palacio Astoreca, Bernardo O'Higgins 399.' The taxi will take you directly there, and it should not take more than 10-15 minutes depending on traffic.
