If you are starting from the main square, Plaza de Bolívar, head west on Calle 19 towards Avenida Santander. Continue straight for about 800 meters until you reach the intersection with Calle 7a. Turn right onto Calle 7a and walk straight for approximately 1 km. You'll see Chipre Tower on your left. The walk should take around 20-25 minutes.

From the main square, Plaza de Bolívar, walk to the nearest bus stop on Avenida Santander. Take a bus marked 'Chipre' or 'Los Alpes'. The bus ride should take about 10 minutes. Get off at the stop closest to Calle 7a. From there, walk about 5 minutes to reach Chipre Tower, which will be on your left.
Taxi
You can easily find a taxi near Plaza de Bolívar. Ask the driver to take you to 'Torre de Chipre' or give them the address 'Cl. 7a, Manizales'. The ride typically takes around 10 minutes depending on traffic. Make sure to confirm the fare before you start your journey.
