From major bus stations in Willemstad (Punda or Otrobanda), take a Konvoi bus or a smaller 'collectivo' minibus that stops near Breedestraat. Ask the driver to drop you off at the closest stop to Breedestraat. From there, it's a short walk to the Parliament building. Bus fares are around ANG 2-3 for a short trip. Keep in mind that bus schedules can be infrequent.
