Starting from the Kato Paphos Harbor, head south along the waterfront promenade. Continue walking until you reach the entrance of the Paphos Archaeological Park. This should take about 10 minutes. Once you reach the park, enter and follow the signs towards the Tombs of the Kings. After exploring the park, exit towards Tombs of the Kings Avenue.
