From Ayia Napa, take bus route 101 or 102 towards Cape Greco. The bus fare is approximately €1.50 - €2.00. Get off at the 'Cape Greco' bus stop. From there, walk towards Kavo's View Point, following the signs along the path that leads to the coastline. The walk from the bus stop to the viewpoint is about 20-30 minutes.
