From Karavella Bus Station in Paphos, take a bus heading towards Paphos Harbour. Get off at the 'Paphos Archaeological Park' bus stop. Walk towards the coast and follow the signs for the Panoramic Viewing Platform, which is a short uphill walk. A single bus ticket costs €2 during the day or €3 at night. A day ticket is €6.50.
