If you are starting from the iconic Charles Bridge, walk west along the bridge towards Malá Strana. Upon reaching the end of the bridge, continue straight onto Kampa Island. Follow the path along the riverbank until you see the large water wheel on your left. This is Čertovka Water Wheel Bridge. It should take you about 10 minutes to walk from Charles Bridge.
