From central Samaná, head southwest on Avenida de la Marina towards Calle Juan Pablo Duarte. Continue straight until you reach the intersection with Avenida Juan de la Torre. Turn left onto Avenida Juan de la Torre and follow it for about 7 km. You will see signs for Loma del Chivo. The road will become more rugged as you approach the mountain.
