From the central bus terminal (Terminal Terrestre de Loja), exit the terminal and head south on Avenida Manuel Carrión Pinzano. Walk for about 10 minutes until you reach the intersection with Calle 18 de Noviembre. Turn left onto Calle 18 de Noviembre and continue straight for another 5 minutes. You will see Central Park on your right at the corner of Simón Bolívar.
