If you're traveling by car, start your journey from Kuressaare, the capital of Saaremaa Island. Head north on Route 10 (Tallinna mnt) for about 50 km until you reach the town of Orissaare. From Orissaare, continue on Route 77 heading towards Kiipsaare. Follow the signs, and after approximately 25 km, you will arrive at the Kiipsaare lighthouse. There is parking available near the lighthouse.
