From Haapsalu Castle, exit the castle grounds and head southeast towards the main road, Rüütli Street. Continue walking straight along Rüütli Street for about 300 meters until you reach the intersection with Kooli Street. Turn left onto Kooli Street and walk for approximately 200 meters. The Haapsalu raekoda (Town Hall) will be on your left at Kooli 2. Look for the historic building with a distinctive facade.

If you are driving from Haapsalu Castle, exit the castle area and turn right onto Rüütli Street. Continue straight for about 300 meters, then turn left onto Kooli Street. Drive for another 200 meters, and you will find Haapsalu raekoda on your left at Kooli 2. There is usually street parking available nearby, but be sure to check for any parking regulations.
