Walking
From the Haapsalu Railway Station, head southwest on Pärnu Street (Pärnu mnt) for about 500 meters until you reach the intersection with Posti Street (Posti tn). Turn left onto Posti Street and continue walking for approximately 300 meters. The Haapsalu City Government will be on your right at Posti 34. Look for a modern building with clear signage stating 'Haapsalu City Government'.

If you are at the Haapsalu Castle (Haapsalu piiskopilinnus), exit the castle grounds and head southeast toward the main road (Tallinna mnt). Turn left and walk along Tallinna mnt for about 200 meters. At the first intersection, turn right onto Posti Street (Posti tn). Continue straight for about 400 meters, and you will see the Haapsalu City Government on your left at Posti 34.

From the central square (Raekoja plats), walk northwest towards Tallinna Street (Tallinna tn). Turn right onto Tallinna Street and head east for about 250 meters. At the intersection with Posti Street, turn left. Walk straight for another 300 meters, and the Haapsalu City Government will be on your right at Posti 34.
