If you are starting from the Haapsalu Castle, head southwest on Kooli Street. Continue straight for about 500 meters until you reach the intersection with Tallinna Street. Turn left onto Tallinna Street and walk for another 200 meters. You will see the Haapsalu raekoda, located at Kooli 2, on your right.
