Once parked, it's about a 10-minute walk to the Tallinn Lower Lighthouse. Head south towards the coast, and follow the signs to the lighthouse.
Public Transportation
To reach the Tallinn Lower Lighthouse via public transportation, take tram number 1 or 3 from any central tram station (like 'Vabaduse väljak'). Get off at the 'Kalamaja' stop. From there, walk towards the coastline, and follow the promenade to Valge 3. The lighthouse is a short 15-minute walk from the tram stop.
