After approximately 25 kilometers, take the exit towards Keila and follow the signs to the center of the town. Once in Keila, look for Linnuse Street. The Harju County Museum is located at Linnuse 9, easily visible from the street. Free parking is usually available nearby, but look for any signs indicating parking regulations.
