If you are driving from Tallinn, take the E263 highway (Tallinn-Narva) and exit at the Viimsi/Haabneeme junction. Continue on the Viimsi road for about 10 kilometers. Follow the signs for Randvere tee and turn left onto Randvere tee. Vimka - Viimsi Mäepark will be on your right at Randvere tee 30. Parking is available on-site, and it's free.
