From Kuressaare Castle, exit the castle grounds and head east toward Tallinna Street. Walk along the street for about 300 meters. The Kuressaare raekoda – Saaremaa Vallavolikogu is located at Tallinna 2, just across the street from the main entrance of the castle. Look for the building that resembles a historical town hall, marked with signage for the Saaremaa Vallavolikogu.

If you are further away from the castle, take a local bus to Kuressaare. Buses typically stop at the Kuressaare bus station, which is a short walk from the castle (about 1 kilometer). From the bus station, walk towards Tallinna Street and follow the same route as mentioned above, which is approximately a 10-minute walk.
