If you are starting from the Kuressaare Castle (Kuressaare Loss), head east towards Lossi Street (Lossi tänav). Continue walking straight until you reach the intersection with Tallinna Street (Tallinna tänav). Turn right onto Tallinna Street and walk for about 200 meters. You will see a sign indicating 'Kuressaare Rüütelkonna hoone' on your left side, and it is located at Lossi 1, which is a short walk from the intersection.
